Bangladesh's pioneer New Zealand specialist · since 2008

Most agencies show you the approvals. We show you the declines.

From 1 January to 13 September 2026, Immigration New Zealand reported 3,704 offshore student visa applications from Bangladesh — its third-largest market — and an approval rate of 28.5%. The lowest of its ten largest markets. Nobody tells you that before they take your money.

A country rate does not decide your application. Your evidence does. Start with an honest reading of your own file: the check is free, takes about six minutes, and nothing you enter leaves your device.

PioneerNew Zealand is the only country we have worked on since 2008. ENZ-trained agent; ENZ Pioneer Member since 2013.
Compliance-ledEvery file passes one gateway. No file reaches Immigration New Zealand without a licensed adviser's recorded sign-off.

Watch this one

July 2026: 739 declined in one month

One month is not a trend, and a spike usually means a backlog being cleared. But it is recent, it points one way, and you are entitled to know it before you commit money.

The other side of it

1,719 Bangladeshi students started

First-time student visas approved rose from 745 in 2024/25 to 1,719 in 2025/26. The door is open. Volume is growing faster than file quality is.

The number inside the number

Fee-paying applications: 54% over a decade

INZ approved 3,850 of 7,072 fee-paying student applications from Bangladesh over ten years, against 93% for dependants. If you are applying to study, the fee-paying line is yours.

INZ now publishes approval rates for education agents. Before you choose any agent — including us — look up their record: tinyurl.com/inz-agent-data.

Global Agent Webinar · 24 September 2026

What Immigration New Zealand told agents it checks

INZ briefed education agents worldwide on where applications fail. Every item below is avoidable. The three words INZ uses for funds: sufficient, verifiable, genuinely available.

NZD 20,000
Living costs per year

Tertiary or English study. NZD 1,667 a month if under a year. The same for every country. Tuition and a way home are on top.

3 months
Bank history, at least

Fixed deposits held three months or more. A solvency letter on its own is not enough.

> NZD 2,000
Every large deposit explained

With evidence of where it came from. The same goes for a large opening balance.

≤ 1 month
Age of bank evidence

On the day the application is submitted.

AreaWhere files failWhat INZ expects
Funds — sourceSource or history of the money is unclearTransaction history, not just a balance. Multi-year degrees: first year's tuition and living costs plus a credible plan for the rest.
Funds — typeEvidence INZ does not generally acceptNot credit cards, photos of cash, gold or jewellery, land or property valuations, shares, bonds, mutual funds, co-operative or post-office funds, business loans or accounts. INZ does not recommend relying on agricultural income.
SponsorIncomplete forms; unclear relationshipOne sponsor or one financial undertaking (INZ 1014) only, fully completed, with proof of relationship. Close family is recommended.
Education loanDetails that do not matchCollateral documents, proof of who owns the collateral, and verifiable income showing the instalment can be paid.
Genuine intentionsUnexplained gaps; unclear course choiceEvery gap explained with genuine evidence. A clear link between the course, past study or work, and future plans. Honesty about plans after study.
Offer of placeConditional offers waiting on an English testAn unconditional offer is generally expected. INZ will not hold an application while you sit an English test.
Tuition evidenceBank slips and agent receiptsThe provider's own receipt showing course, study period, amount and date.
TimingLate — or far too earlyApply about 3 months before the course starts. Late applications are not prioritised.
PhotoSelfies, filters, old photosTaken within six months, plain background, face fully visible. Hijab and glasses are fine. No filters, AI or edits.
DeclarationUndeclared help; unvetted sub-agentsAnyone who assisted is declared on form INZ 1226. INZ holds the lodging agent accountable for sub-agents. If in doubt, declare it.

Paying tuition: approval in principle

Applying from Bangladesh, INZ can approve an application in principle before tuition is paid. You then usually have about ten working days to supply the provider's receipt. The Funds Transfer Scheme is not available in Bangladesh, so the money has to be ready to move.

False documents end more than one application

INZ has seen certificates from non-genuine institutions used to cover gaps. False or misleading information can lead to a decline, affect every future application and, in serious cases, prosecution. Applying from Bangladesh there is no reconsideration right.

What changed in New Zealand — general information

25 hrs
Term-time work

Raised from 20 hours a week on 3 November 2025, subject to the conditions on each visa.

16 Nov 2026
Short-term graduate work visa

Up to 6 months for some Level 5–7 graduates after 24 weeks of full-time study in New Zealand.

16 Nov 2026
Level 7 Graduate Diploma

Post-study work eligibility extends to holders who already have a bachelor's degree.

20 Jul 2026
Pathway student visa

More flexible, including up to 30 weeks of English study.

None of this is a promise. A wider pathway raises the value of getting in; it does not raise your chance of being approved. Studying in New Zealand does not guarantee a work visa or residence. We share INZ's published information on work visas and do not advise on them — see immigration.govt.nz or a licensed immigration adviser.

ADEPT readiness check

Nineteen questions across the five dimensions an immigration officer weighs: Applicant, Destination, Employment, Previous travel and Ties. You get a readiness score, the complexity tier your file falls into, and a written evidence checklist. No name, no email, no account.

A self-assessment of documentary readiness. It is not immigration advice, not an assessment of visa eligibility and not a prediction of any decision. Your answers are kept only in this browser so you can come back to them; they are not sent to us or anyone else.

The platform

Compliance-led by design. AI-assisted under rules. Decided by people.

Bangladesh's problem in this market is not awareness — it is evidence quality. So we built the thing that addresses it: one gateway every file must pass, with the controls written into the system rather than left to a procedure.

The three-state rule

Every document resolves to exactly one state. There is no default.

Verified Confirmed against the issuing authority, with a reference and a dated record.

Source-only Original held and consistent; no independent confirmation obtainable — and the file says so.

Unresolved Blocks lodgement outright.

Tiered, never a percentage

We do not give anyone a percentage chance of approval, because nobody can honestly calculate one.

Fees follow the work a file needs — its complexity tier — never how risky an applicant looks or how urgently they need an answer.

Controls in code

The sign-off gate checks that the person signing is the allocated adviser and that their licence is verified, in scope and unexpired on the day.

The audit trail is append-only and chained, so an edited record shows. Until the platform's go-live the same gate is applied by hand and countersigned.

Ten circumstances that send a file to the licensed adviser first

1Any prior visa refusal, to any country, at any time Auto6A study or work gap over 24 months, or a programme not credibly connected to prior study or work Auto
2Any prior overstay, deportation, removal or character issue7A funder outside the immediate family Auto
3Funds held for less than the required period, or a large unexplained credit8A health matter likely to engage the acceptable-standard-of-health criteria
4A family member unlawfully in New Zealand, or an undisclosed New Zealand-based relative9A change of provider, programme or level after lodgement
5Any document unresolved after two verification attempts Auto10Any INZ request for information, PPI letter or interview request

How we use AI, and where we do not

We use software assistance in case preparation and we say so plainly. Software flags. People verify. Only the licensed adviser advises.

Used for

  • Completeness checks against the required evidence set
  • Cross-document consistency of names, dates and figures
  • Timeline reconstruction and gap detection
  • Checklist and evidence-index generation
  • Internal summaries and flags for a person to review

Never used for

  • Deciding whether a file is submitted
  • Assessing whether an applicant is genuine, or a document authentic
  • Writing an applicant's statement of purpose
  • Generating immigration advice in any form
  • Anything sent to an applicant, a provider or INZ without a named officer's sign-off

No document containing identity or financial information is processed by a third-party model without the applicant's written consent. Your statement is developed from your own recorded answers, in your own voice — an officer can tell within a minute when it was not.

WhenWhat happenedSource
13 Nov – 2 Dec 2013Our founder, Palash K. Sen, completed Education New Zealand's agent e-learning (certificate dated 13 November 2013) and e-signed ENZ's Agent Code of Conduct, which applies the London Statement of Principles. ENZ acknowledged both on 2 December 2013.ENZ
6 Dec 2013ENZ confirmed our agent listing was live on its student website, and told us we were not a Specialist Agent. We have never used that title.ENZ
Aug – Sep 2014Four more members of staff completed ENZ's agent e-learning (certificates dated 21 August, 3, 6 and 7 September 2014).ENZ
Feb – May 2015INZ Mumbai agreed to meet us in February and May to discuss Bangladeshi student applications.INZ Mumbai
Oct 2015A New Zealand institute's international team told us that many of the applications we had sent had study gaps, which INZ generally treats as higher risk.Provider
Dec 2015 – Jan 2016We asked Rupali Bank's head office to confirm to INZ which branches could sanction education loans. On 28 January 2016 INZ Mumbai's technical advisor confirmed INZ would accept education loans from Rupali Bank, with each one still assessed against instruction U3.20. This is history, not current advice: INZ's funds rules change, and today's are in the table above.INZ Mumbai
Feb 2016We sent INZ Mumbai a written report on the Bangladesh market: a new bank education-loan circular, bank-document authenticity problems INZ had raised, misleading advertising such as "100% visa guarantee", and study delays from "session jams".INZ Mumbai
Dec 2024 – Mar 2025INZ told us in writing that the Funds Transfer Scheme was not available to students from Bangladesh (December 2024); that funds held for a significant period, such as one to two years, in a reliable and verifiable bank, with evidence of where they came from, would likely be acceptable (March 2025); and that an agent may send a cover letter alongside the student's own statement of purpose (March 2025). INZ also said it cannot pre-determine the outcome of any application.INZ

Source: Toi Ohomai International Prospectus 2027 (information correct at July 2026). Fees are for 2027 only, in New Zealand dollars including GST, and exclude insurance and levies. Programmes, fees, entry criteria and dates can change, and some programmes depend on enrolment numbers and approvals. Other English tests are accepted; check each course page and the full entry regulations at toiohomai.ac.nz before applying. The full programme list is in the prospectus.

Timing for February 2027

  • Toi Ohomai welcomes applications at any time and recommends applying at least two months before the programme starts.
  • Immigration New Zealand advises lodging a student visa application about three months before the course starts, with the unconditional offer and English test result in hand. For a February start, documents need to be ready now.
  • Police certificates and the chest X-ray have their own lead times. We plan them backwards from your lodgement date.

What it costs, before you ask

The assessment is free, whatever it concludes. After that, fees are set by how much work a file needs. The hourly rate does not rise as a file gets harder — that is how you can tell.

Service (BDT)Tier 1 · StandardTier 2 · ElevatedTier 3 · Complex

How you pay

  • Admission: BDT 10,000 when you engage us, refundable for seven days if we have not started.
  • Preparation and lodgement: earned when your file is lodged, at an amount fixed on that day, and payable 30 days after Immigration New Zealand decides.
  • The amount does not change with the outcome. It is not higher if you are approved and not waived if you are declined — a fee that moved with the decision would be a success fee.
  • Money paid in advance stays yours until the work is delivered and invoiced.
  • No fee is taken before a written services agreement is signed.

Paid to others, at cost

  • Immigration New Zealand's visa charge, levy and IVL — about NZD 850, paid in New Zealand dollars. The taka amount depends on the day's rate.
  • Translation and notarisation, arranged and paid by you directly.
  • Medical, police certificates, biometrics and English testing vary by applicant.

No mark-up is applied to anything we pass through.

Never charged, under any circumstance

Commission, said out loud

We charge you a fee, and some New Zealand providers also pay us a commission when you enrol. That is normal in international education, and it is the arrangement most worth questioning. Where a commission is payable we tell you in writing — which provider, on what basis and roughly how much — before you pay us anything. Your fee does not change whether a commission is payable or not, and where more than one provider suits you we show you the options, including those that pay us nothing.

The rule that decides who may act

What we can do, and what we cannot

Under New Zealand's Immigration Advisers Licensing Act 2007, an education agent outside New Zealand is exempt from licensing for student visa advice — and for nothing else. We tell you this because most agencies do not.

We may act, and we charge our own fee

Student visa matters, from outside New Zealand

  • Readiness assessment and evidence mapping
  • Programme and provider selection against verified information
  • Evidence assembly, verification and file quality control
  • Preparation, lodgement and tracking to decision

A licensed adviser must act — and bills you directly

Anything onshore. Any visa that is not a student visa.

  • Post-study work, partner, dependant and variation of conditions
  • Reconsiderations, section 61 requests and appeals
  • Any matter once you are inside New Zealand

Licensed immigration advisers we work with

সর্বশেষ তথ্যের জন্য immigration.govt.nz দেখুন।

Next step

The first conversation is free, and it is a conversation

No fee, no obligation and no pressure. If the honest answer is that you are not ready, we will tell you that, and it will still cost you nothing.

Write to us

Run the readiness check, download your result and send it with your message. You will get a written reply about your actual file, normally within one working day. Bangla or English — either is fine.

Do not send passports, bank statements or certificates in a first message. We will tell you exactly what is needed, and when. Nothing you send is shared with any provider without your written consent.

Before you write to anyone — including us

  • Ask for their fee schedule in writing.
  • Ask whether they are paid a commission by the provider they recommend.
  • Ask what happens to your money if you withdraw.
  • Look up their approval record in INZ's published agent data.

An agency that will not answer those in writing is telling you something. And anyone who guarantees a visa, a job or residence is telling you something too.
